Exclusion Pay for CSU Employees

All stateside California State University employees who work on campus (includes student employees, and retired annuitants) are now eligible for exclusion pay. 

Exclusion Pay is pay continuation for employees who are able and available to work but are being excluded from work due to exposure to COVID-19 at the work site and must quarantine, as prescribed by the California Department of Public Health.  

Humboldt State University employees are strongly urged to quarantine for 14 calendar days as recommended by Humboldt County Public Health. This 14 day quarantine equates to the employee receiving  up to 10 working days of Exclusion Pay. 

The following considerations also apply:

  1. Employees represented by CSUEU, Teamsters, and non-represented employees who are exposed at the work site and must quarantine, are eligible for Exclusion Pay immediately. 

  2. All other employee groups must use employer provided sick leave benefits (COVID related or personal) first. Exclusion Pay would be afforded when sick leave is unavailable or exhausted.

  3. Wherein exposure is unknown, employees may use employer provided sick leave benefits (COVID-19 related or personal). Exclusion Pay would be afforded when sick leave is unavailable or exhausted.

  4. Employees will not be eligible for Exclusion Pay if they:
    -- are able to telework during the required quarantine
    -- were exposed outside of work
    OR
    -- are already receiving lost wages through workers’ compensation 

Definitions:

COVID-19 Exposure 
Means being within 6 feet of a COVID-19 case for a cumulative total of 15 minutes or more in any 24-hour period within or overlapping with the “high-risk exposure period” defined by Cal/OSHA Emergency Temporary Standards. This definition applies regardless of the use of face coverings.

High Risk Exposure Period 
Means the following time period:

1. For persons who develop COVID-19 symptoms: from two days before they first develop symptoms until 10 days after symptoms first appeared, and 24 hours have passed with no fever, without the use of fever-reducing medications, and symptoms have improved; or

2. For persons who test positive who never develop COVID-19 symptoms: from two days before until 10 days after the specimen for their first positive test for COVID-19 was collected.


Return to Work Criteria for Employees Exposed to COVID-19 
Exposed employees or employees subject to quarantine cannot return to work until the period of quarantine is lifted. Applying current CDPH quarantine guidance, a 14 day quarantine is recommended, however, an exposed employee who does not develop symptoms of COVID-19 may return to work after 10 days have passed since the date of last known exposure.

If you received notice from Public Health that you were exposed to COVID-19 while at work, or you have reason to believe that you were exposed to COVID-19 while at work, please contact your supervisor immediately.
