COVID-19 Related Leave Options

In response to COVID-19, multiple leave options have been implemented to help employees who are affected by the pandemic. Each provision differs slightly, but the intent of the programs are the same: to provide paid leave to employees for COVID-19 related reasons. The following is a summary of leave options available, and a chart comparing details of each leave program can be found here

Coronavirus Paid Administrative Leave (CPAL)
Under new CSU provisions, most state-side employees, including student employees, are eligible to receive a one-time allotment of up to 256 hours of CPAL that can be used for COVID-19-related absences. 

Temporary Leave Program (TLP)
TLP is a CSU program that covers wages for most state-side employees who are 65 years or older and/or have an underlying health condition, who cannot work on campus due to COVID-19-related reasons and for whom working remotely is not operationally feasible.

Non-Telecommuting Workers Leave (NTWL)
Benefit-eligible employees may be eligible for an additional 38 days (304 hours) of paid time if they are unable to work (or work remotely) due to reduced campus operations. This leave is a provision of the CSU and is subject to management approval/discretion. Once government (state or local) officials lift stay-at-home orders or employees are expected to return to work, these hours expire and will no longer be available.

Families First Coronavirus Response Act (FFCRA)
The Families First Coronavirus Response Act requires certain employers to provide their employees with paid sick leave and expanded family and medical leave for specified reasons related to COVID-19. These provisions will apply from April 1, 2020 through December 31, 2020. Learn more.

CPAL, NTWL, and FFCRA  are separate programs and are mutually exclusive. The intent is to use CPAL before FFCRA, but it is not a mandate. CPAL hours must be exhausted prior to being eligible for NWTL.
