Covid-19-Related Emergency Pay for CSUEU, IUOE, and Teamsters 2010

The CSU Chancellor’s Office has enacted the emergency pay provisions in the California State University Employees Union (Units 2, 5, 7 and 9), International Union of Operating Engineers (Unit 10) and Teamsters 2010 (Unit 6) collective bargaining agreements (CBA). Generally, emergency pay is additional pay for  employees who work outside the scope of their normal duties when campus is closed due to an emergency situation. While HSU is currently open and employees are still conducting their normal duties, the Chancellor Office has enacted the emergency pay provisions due to the overall unprecedented effects of the COVID-19 crisis. 

Emergency pay is only available to those employees, in the referenced unions,  assigned to work on campus during the State of California’s  stay at home order. Please note that employees who are able to telecommute 100% will be paid their regular salary. See  the following summary on emergency pay and review your collective bargaining agreement for more detailed information:

CSUEU (Units 2,5,7, and 9) - For non-exempt employees, emergency pay is an additional half-hour for each hour worked up to 40  hours per week. (Example - if you earn $20.00 an hour you will receive an additional $10.00 for every hour worked up to 40 hours per week). Exempt employees who would have otherwise been able to use administrative leave shall receive equivalent informal time off at such time(s) as agreed upon by the employee and the appropriate administrator.

IUEO (Unit 10) - For non-exempt employees, emergency pay is paid at one times the employee’s straight time rate of pay for each hour worked during the emergency. (Example - if you earn $20.00 an hour you will receive an additional $20.00 for every hour worked)

Teamsters (Unit 6) - For non-exempt employees, emergency pay is paid at one times the employee’s straight time rate of pay for each hour worked during the emergency.(Example - if you earn $20.00 an hour you will receive an additional $20.00 for every hour worked)

 In addition to emergency pay provisions of these CBAs, the following will apply:

  • Emergency pay will be paid out in cash

  • Employees who are able to telecommute 100% will be paid their regular salary.

  • Employees assigned to work on campus will receive emergency pay pursuant to their associated collective bargaining agreements (or “CBA”) for the time they were assigned to work on campus.

  • Employees who are scheduled to work on campus but only need to go into the office part of the week are eligible for emergency pay for the time actually worked on campus.

  • Employees will continue to receive their regular pay for days they telecommute.

  • Emergency pay is retroactive to March 20, 2020. 

  • Employees who are not assigned duties on campus and are unable to telecommute are      eligible for the 256 hours of COVID-19 paid administrative leave and any other applicable enacted CSU paid administrative leave policy, or state or federal law or accrued leave balances.
