2021 Mid-Year HCRA/DCRA Change

Human Resources is happy to announce the following temporary COVID-19 related change for the Health Care (HCRA) and Dependent Care (DCRA) Reimbursement Account Plans, per The Consolidated Appropriations Act (CAA) of 2021:

For purposes of the HCRA and DCRA Plans, the CSU will allow a one-time, mid-year enrollment change for plan year 2021. Changes to these elections can be made for any reason and without necessarily experiencing a specific change event. Changes must be prospective and are effective subject to payroll processing procedures.  Specifically: 

  • Employees may enroll, cancel, or change their current HCRA and/or DCRA monthly account contribution without a qualifying change in status event.
  • It is important to note that if you cancel your contribution in DCRA, participation may now continue, and expenses incurred after contributions are terminated are still eligible for reimbursement.
  • If you cancel your 2021 monthly contributions in HCRA, you are NOT eligible to submit claims for expenses that occurred after contributions cease unless the cancellation is due to a qualifying COBRA event.
  • Employees enrolled in the HCRA Plan cannot cancel or decrease their HCRA account contributions if they have been reimbursed more than their existing account balance for 2021.

The last date a change can be effective is December 1, 2021 if paperwork is received by November 9, 2021.  To make a one-time change, please complete and sign the DCRA/HCRA Reimbursement Account Plan Enrollment Form, and submit to Human Resources via MoveIt (preferred), or through campus/USPS mail.
