HUMBOLDT STATE UNIVERSITY BUDGET FOR 2015-16

Dear University community:

In May, the University Resources & Planning Committee forwarded its recommendations for the 2015-16 budget.   A number of planning assumptions changed for the better after the URPC completed its work, including Humboldt State’s enrollment target and the projected state allocations.  As a result, my approved budget differs considerably in some areas to reflect the improved fiscal environment.

Fiscal year 2015-16 is the first time in a decade that the state legislature has fully funded the CSU Board of Trustees’ funding request.  Many of the additional funds are earmarked for specific purposes or initiatives (such as the increasing cost of health benefits, retirement funds, the employee compensation pool, and the Student Success & Completion funds).   The additional state allocation will allow HSU to provide more students with the quality education and support services that are so important to their success.

Highlights of this University budget for 2015-16 include the following:

  • An enrollment target that is 3.2% higher than our target for 2014-15, with associated increased funding and an 18-month window to reach this target;
  • Changes and reductions in cost-reimbursement for business services;
  • Transfer of several on-going positions that were previously supported with one-time funds to base funding;
  • Investment in a faculty salary equity program;
  • Increase in operating reserves, which will be important in future funding for new buildings, and
  • A reduction in the base deficit from an anticipated $2.2 million to a deficit of approximately $700,000 – with the expectation of achieving a balanced budget in 2016-17.
